About Gary

Gary is a retired Police Superintendent with 30 years’ experience in a large northern force. He is an experienced commander of major public events, firearms operations, Chemical, Biological, Radiological and Nuclear (CBRN) incidents and numerous joint local authority events and operations.

He is an accredited police Senior Information Risk Owner (SIRO) and has been the senior decision-maker in high profile enquiries involving information-rights and disclosure.

Gary is an experienced member of, and contributor to Multi-Agency Risk Assessment Conferences (MARAC) and Multi-Agency Public Protection Arrangements (MAPPA). He is a respected authority on sharing information between the police and partner agencies to work together in dealing with offenders and to increase the safety, health and well-being of victims and survivors.

He is also a recognised expert in election legislation and is the author of a national report into the security of elections in England and Wales and has also co-written the national manual of guidance for the policing of elections, and was a senior policy advisor to the Electoral Commission and a previous member of the UK National Election Integrity Group.

He is also a trained Lead Reviewer in both adult and child serious case reviews facilitated through the UK Social Care Institute for Excellence.

He is an experienced Authorising Officer for surveillance and was a member of the Association of Chief Police Officers (ACPO) national review of the Regulation of Investigatory Powers Act (RIPA).

Gary also sits as formal observer on the UK Caldicott Guardian Council (UKCGC), the national body for Caldicott Guardians, and helps to develop guidance and policies relating to the Caldicott principles.
